Are insurance companies the real value everyone ignores?

I found these simply by asking Gemini late last night for low PE insurance companies, with high EPS, one that stuck out the most was White Mountain Insurance (WTM) which despite working in the industry I've never heard of them but at a glance the trailing PE is 5.10 with a crazy EPS of 404.36, while being roughly 15% under its book value currently, what am I missing here? They seem to act more like a private equity firm that buys up other insurers and resells them later for massive gains. But I have never heard of this company and can't find that much on it, the fundamentals at a quick glance just seemed interesting. The forward PE seems much higher so that gives me pause.

My ask to the community is do you have any under the radar insurance picks? Mainly in the P&C field. Some of the big carriers look appealing at a glance as well like Progressive (PGR), Allstate (ALL), Travelers (TRV), Chubb (CB), Arch Group (ACGL) etc... and then some of the brokers like Gallagher (AJG) and Brown&Brown (BRO) seem a bit interesting if not undervalued as well. But I can't seem to pick one.

AIG (AIG), yes that AIG who caused the credit default swap fiasco that led up to the GFC in 2008, and Everest (EG) seem to have low trailing PE, lower forward PE's and PEG under 1 at a glance as well. Fidelis (FIS) is another one that has low PE and PEG but much lower EPS of only 5. Would like to hear opinions from anyone who has actually held these names and what they think the best ones are.
